The situation for investors in the private sector has been well maintained in Songjiang District and, in turn, private enterprises, accounting for over 90 percent of the district’s economy, have become major engines driving regional economic development, according to officials.To get more Songjiang District news, you can visit shine news official website.

“Songjiang has created a nurturing environment for the private sector,” said Chen Rong, chief of Songjiang Economic Committee.

Autowise.ai, a private sci-tech startup which settled at Tus-Caohejing Science Park in August 2017, developed the world’s first fleet of driverless sweeper trucks in April last year.

The company obtained its angel investment by the end of 2017 and achieved in less than two months its A round of funding of over 100 million yuan (US$14.5 million).

It is now starting business with many sanitation enterprises nationwide.

The achievements Autowise.ai made is inseparable from the G60 High-Tech Corridor cross-regional development vision that attracts talent and gathers technologies and information to the district. G60 is a cross-regional development program agreed between Songjiang and another eight cities in the Yangtze River Delta.

Shanghai Chuanglan Culture Communication Co, another private company based at the science park, developed into a well-known SMS verification code company within a few years of its establishment.

The company is providing services that cover 221 countries and regions. It has channel resources of more than 1,400 operators.

“After our company settled at the park, we couldn’t solve the accommodation problem of more than 300 employees. Then district officials learned of our situation and helped us solve the problem. Now our employees are ready to live in new apartments,” said Tang Xiaobo, chairman of the company.

Compared to the innovative incubator system Tus-Caohejing Science Park adopts to support startup companies, 27 private sector clusters in various communities or towns in the district offer services to private companies.

Based in Zhongshan Community, Shanghai Hebo Hydraulics Co is a leading design and manufacturing plant producing low-speed, high-torque hydraulic motors and matching products.

Financing a sore topic

The company kept on expanding in recent years and was in urgent need of a bigger production base. Officials of the community, once they became aware of the problem, provided them with short-term, mid-term and long-term solutions.

Financing has been a sore topic for the private sector and restraining its development. The district government joined with financial institutes to make it easier for the private sector to get finance.

The Songjiang government has prepared a guidance fund of 200 million yuan to invest in medium and small enterprises. The district guarantee fund center is also cooperating with banks to provide policy-based financing assurance for such enterprises.

China Construction Bank joined with tax authorities and provides loans to enterprises without the need to offer mortgages. By the end of October 2018 the bank had provided credits worth 243 million yuan to 340 companies.

The Post Office Savings Bank launched a green approval channel for qualified private companies with loans under 5 million yuan able to be granted in 7 working days.

Fu Tiegang, section chief of the Songjiang Economic Committee’s service department, said: “About 17,200 private companies registered from January to September 2018. The private sector in the district generated tax revenue of 23.487 billion yuan in the first three quarters of 2018, up 14.2 percent year on year and accounting for 51.73 percent of the total tax revenue of the district.”

Cheers, hoorays, whistling and Mexican waves filled the “Little Lotus” stadium on the last day of the 14th FINA World Swimming Championships (25m) in Hangzhou. The heat, blended with sweat and a whiff of disinfectant, seemed to be rising endlessly from the pool where thousands of eyes were fixed.Find the more Hangzhou City news from SHINE.

This was the final of the men’s 1,500-meter freestyle. No Chinese athletes were taking part but a cleaner was asking if Sun Yang, probably the best-known Chinese swimmer, was on TV. She wanted to shoot a video of the broadcast with her phone.

Outside the stadium, the fried chicken hawkers were staring at the television. The cold did not stop them from marveling at the athletes’ strength and speed.

Everybody knew the significance of the event, an international short-course swimming competition held every two years since 1993. Hangzhou is the third Chinese city to host it, after Hong Kong (1999) and Shanghai (2006).

It was an occasion for the city to rehearse and prepare for the 2022 Asian Games and to showcase the city and its level of service to visitors and a much wider audience in front of the television.

At the closing ceremony, the mascot “Jelly,” a blue-gray jellyfish with goggles presented to the world by triple Olympic Champion Sun during the opening, was handed to a child swimmer from Hangzhou Chen Jinglun Sports School.

The swimming pool at the school used to be the training base for many Hangzhou-born world champions including Sun, the first Chinese Olympic swimming gold medalist, gold medalist at 2012 London Olympics Ye Shiwen, and gold medalist at the 2015 Kazan World Aquatics Championships Fu Yuanhui.

The championships took place from December 11 to 16 and attracted nearly 1,000 athletes from 178 countries. Nine world records and 22 match records were broken. Over 450 reporters from around the world were at the event.

“Very positive. The FINA family had a memorable time in a dynamic and modern city. Our national federations, their athletes, coaches and officials worked and competed in an outstanding venue. They were supported by an immense crowd,” Julio Maglione, FINA’s president, told a press conference on December 16.

The venue was designed to be a tennis stadium but was temporarily revamped to accommodate an international swimming competition.

The 10,000-seat arena is composed of 24 entwined steel petals on its exterior and eight steel petals on the roof, which can be opened when needed.

To save costs and ensure minimum alterations to the original design, the warm-up pool was built outside as a temporary structure together with locker rooms. A removable stainless steel 25-meter by 25-meter competition pool was shipped from Italy three months ahead of the event and placed on top of the tennis court.

The temperature inside needed to be maintained at 26 degrees Celsius, 8 degrees higher than in a tennis stadium, so a floor heating system was installed in the pool deck.

The seating area remained unchanged and the audience was able to see the races from any angle, including both ends of the pool.

“I’ve never seen the 25m (championships) before. It’s a great job that they’ve put a swimming pool inside a tennis court,” Alan Adams, who worked at the organization committee’s information service center, told Shanghai Daily.

Adams, a sports journalist who has covered eight Olympic Games and three Asian Games, was hired to train staff at the center to work on press releases which would later be updated on the event’s website in Chinese and English.

The press room was on the first floor of the venue, next to the mixed zone where athletes exit and are interviewed. It had 136 workstations with computer connections and televisions showing live broadcasts.

Adams said he was most impressed by the quality of the volunteers. “I have many volunteers working for me. They did an amazing job. They have great language skills, which helped us a lot at the mixed zone.”

More than 1,500 volunteers took part in the championships, most of them university students.

“The preparation work started early, since March this year. We received over 5,000 applications when the recruitment opened in September 2018. Candidates must have previous volunteering experiences, and also a competency in English,” said Xiang Ying of the Hangzhou Voluntary Service Instruction Center, who led the team of press room volunteers.

The volunteers included 19 native speakers in Polish, Russian, Korean and Malaysian.

Compared to other volunteering work, Xiang said the championships required more professional skills and longer hours. “The races (heats and finals) are held either early in morning or late at night. So our volunteers have to arrive earlier (than the swimmers) and stay even after all races are over,” Xiang said.

Chen Dian, a volunteer at the doping control station, said she was among the last to leave the venue every day. She and her colleagues accompanied and assisted the athletes to do their drug tests after the races.

“Athletes who break records at the heats or those who receive medals in the finals need to be tested by their urine and blood samples. Most of the work is done in the afternoon and evening, until around 11 and 12 at night,” Chen said.

“Overseas talent will be treated exactly the same as local people by our human resources policies,” said Ma Jun, head of Changning’s talent services.

Although the Hongqiao One-Stop Service Center of Overseas Talents is among the best of its kind throughout the country, Changning will set up five sub-centers and a number of counters in local communities to better serve expat workers on their doorsteps.

The sub-centers at Chengjiaqiao Community and ShanghaiMart will be available for enquiries, while the one at Gubei Civic Center will accept applications for Shanghai Residence Permits and Foreigner Work Permits from August.

Applicants for services at the Hongqiao center are only required to visit the counter at 999 Jinzhong Road once.Changning was among the first in Shanghai, as well as the country, to pilot the Foreigner Work Permit when it was introduced in December 2016.By the end of February, the center had issued 4,950 Foreigner Work Permits and served more than 17,500 applicants needing entry or exit paperwork.Its services will be further expanded to become China’s most functional and efficient foreign professional service center.

The center also issues work permits for residents of Hong Kong, Macau and Taiwan.This includes verification of their identities and those of their relatives, or children’s enrollment in local schools.It will extend its services to foreign affairs and top-notch overseas talent included in “the Recruitment Program of Global Experts” (known as “the Thousand Talents Plan”).

A top-level applicant with all the correct qualifications will get his or her Foreigner Work Permit in just one day at the Hongqiao service center. Moreover, Nobel Laureates, winners of the Turing Award or Magnolia Award and other first-tier talent, and their families, will enjoy privileges offered by Changning.

Jan Kreibaum, a senior executive with the world’s leading specialty chemical company, Clariant Corp, benefited from the “last mile” service.

Kreibaum, who heads Clariant’s regional headquarters in Changning’s Linkong area, was twice honored with the Magnolia Award and wanted to apply for Shanghai permanent residency.At the same time, his company was in urgent need of overseas talent and interns. But he and his colleagues were not familiar with the policy and the application process.

Officials from Changning and the city’s talent service center then provided services to both Kreibaum and Clariant (Shanghai), and his application for permanent residency was accepted, while his company was schooled on how to introduce overseas talent and interns.

Kreibaum and other foreign talent may also enjoy housing subsidies of up to 500,000 yuan (US$78,000), schooling for their kids, high-end health care and the most important, a public affairs specialist to help them deal with flight upgrades, legal advice to foreign exchange settlement and personal finances.

Tongren Hospital and Changning Maternity & Infant Health Hospital are two public hospitals which accept most foreign medical insurance plans, as do a number of private clinics and hospitals based in Changning.

Changning has established the city’s first district-level foreign expert bureau to serve highly skilled professionals from abroad. “Changning aims to attract global talent with world-class services,” said Wang Weiren, the district’s Party chief.

Since top-notch talent as well as enterprises employing people from overseas can enjoy tailored services by the Changning government, others may seek help from agencies as the district human resources and social security bureau will outsource the services.

Changning also welcomes foreign entrepreneurs to start their businesses here. For those to launch their projects in the district, they and their team members would soon be granted Foreigner Work Permits.
