Mainstream schools are unable to make personalized classes and meet the demands of autistic children, which has long been a headache for many families with autistic children, many of whom are forced to home school.

At the First Shanghai International Forum on Autism Research, experts said autistic children are educable but that they need their own schools to receive tailor-made classes, befriend similar peers and learn how to get involved in society.

“The State Council pointed out in 2015 that schools for autistic children are encouraged, but so far, we still lack such schools,” said Cao Xiaoxia, who was recently granted the Magnolia Silver Award in recognition of her contribution to the city’s development.

Cao, also known as Konatsu Ishiwata as she married a Japanese man, has been dedicated to the education of autistic children for more than a decade.

As the head of Shanghai City Symphony Orchestra, she gave autistic children a platform to gain confidence and show themselves to the world through music. This year, she opened a coffee shop for them, where autistic children play baristas.

“After so many years, we proved that autistic children are educable. We have to improve our social environment to offer educational support to them,” she said.

At the forum, some autistic children played musical instruments and showed off their coffee brewing skills to the public. They said they were happy to work in the coffee shop and that they hoped Cao could open a school for autistic children as soon as possible.

"When I first meet autistic children, their parents tell me not to touch them as they can't control their motions. But today they hug me often, which is a big gift to me," said Cao's father Cao Peng, a renowned conductor.

Northern China is a major producing area for aluminum and the central government may allow the regions to set their own production levels instead of repeating the "one-size fits all" approach taken last year. Aluminum fell more than 1 percent to a three week-low on the Shanghai Futures Exchange (ShFE) on expectations provincial curbs could remove less supply than the 30 percent cuts stipulated in a draft central government document released last month. Nickel, used to make stainless steel, also fell, tracking lower ferrous metal prices with Chinese steel rebar futures slumping on the possibility of the more flexible curbs. The switch has "raised the specter of weak controls that would allow output to remain high," ANZ wrote in a note, adding that base metals were also being weighed down as "concerns over the impact of U.S. tariffs on China continue to rise."

FUNDAMENTALS

* ALUMINIUM: The most-traded ShFE aluminum contract , for November delivery, fell as much as 1.6 percent to 14,540 yuan ($2,115) a tonne, its lowest since Aug. 21, and stood at 14,560 yuan by the mid-session interval. Three-month aluminum on the London Metal Exchange edged up 0.4 percent to $2,053 a tonne as of 0350 GMT, after falling 2.4 percent in the previous session.

* NICKEL: The metal used to make stainless steel fell as much as 2.4 percent in Shanghai to 99,920 yuan a tonne, its lowest since April 10. LME nickel fell as much as 1.2 percent to $12,085 a tonne, its lowest since Dec. 28.

* NICKEL: Norilsk Nickel analyst Alex Khodov says the global nickel deficit will be 90,000 tonnes in first eight months of 2018 and will reach 120,000 tonnes by year end.

* COPPER: ShFE copper slipped 0.1 percent to 47,710 yuan a tonne, while LME copper added 0.3 percent to $5,878 a tonne, having lost 0.9 percent on Tuesday.

* CHILE: Chile produced 3.31 million tonnes of copper in the first seven months of the year, an increase of 10.8 percent from the same period a year earlier, Chilean copper commission Cochilco said on Tuesday.

Prices are rising in China — and that could complicate Beijing’s efforts to prop up a slowing economy and navigate President Trump’s trade war.

Chinese officials said Monday that an index of consumer prices rose in August for the third consecutive month. The increases are not particularly sharp, and Chinese economists point to a number of temporary factors pushing up prices, like floods that have damaged crops and a swine flu epidemic that led farmers to cull pigs.

Still, investors and the Chinese public alike are casting a wary eye on prices.

Angus Tong, a 37-year-old Beijing resident, said his landlord wanted to nearly double the rent for his family’s $1,200-a-month apartment. Rent already absorbs a third of his income and his wife’s, while the family’s monthly food bills have risen.To save money, “we try to cook every meal at home,” he said, adding, “I think most middle-income people feel the pressure from rising costs.”

Higher prices could cause problems for Xi Jinping, the country’s leader. They would mean China’s leaders would have to be careful as they sought ways to bolster slowing growth, lest their efforts drive up prices still further. The trade war with the United States could also lead to higher prices for Chinese consumers and companies with tariffs raising the cost of imported goods.During the coffee breaks and the conversations, the topic of inflation is coming up,” said Tai Hui, the chief Asia markets strategist for J. P. Morgan Funds. “We’re starting to hear a lot more from investors. It’s just a question of the severity.”

For now, Chinese economists generally say there is little cause for alarm. “Disasters like the swine flu and disasters like the flood are not a very big impact on China as a whole, and are not a turning point,” said Li Xuesong, the deputy director of the National Academy of Economic Strategy in Beijing.

Historically, inflation has been a major political and economic issue in China, a consequence of a hard-charging economy as well as previous bouts of runaway lending by state banks. Both can set the stage for surging prices, and at times they have surged indeed. Inflation contributed to the 1989 protests in Tiananmen Square.But for nearly a decade, inflation has been of little concern. Years of heavy investment left the country with overcapacity in practically every industrial sector, from coal mining to steel making to shipbuilding. That makes it difficult for companies producing those goods to raise prices. This could be ending, however, as China pursues efforts to pare overcapacity.

China has also invested heavily in education, so the productivity of workers has risen quickly along with their wages. As a result, labor costs for getting jobs done have changed fairly little, as higher-paid yet more-skilled workers complete tasks more quickly than lower-paid but less-skilled workers a decade ago.

That, too, may be changing over the long term, however, as China’s now-defunct “one child” policy and an unwillingness to have children lead to a shrinking of the labor pool.

China’s official inflation figures have been tame, but people inside and outside the country widely disbelieve them. Western experts contend that the country’s consumer price index broadly understates the effects of ever-rising housing costs. The index also understates a large number of lesser trends, including the shrinking size of meal portions in restaurants and changing fashions in clothing, they say.

Wigram Capital Advisors, an economic research group, has long calculated an alternative price index for China by taking government data on specific consumer goods and services and assigning them weightings based on actual household spending patterns in big Chinese cities. It shows that the annual rate of inflation jumped to 3.7 percent in August, from under 2 percent most of last year.
